You will definitely have to get permission from the people that own the park to do these missions. The good thing is, they can probably help you out!Nothing makes a playground snazzier in a more dramatic way than paint! Look for outdoor latex or high gloss oil paint and get going! Just remember that oil paint takes a long time to dry before you can play on it.
